Or, to put it from a Westsiders point of view: Some areas of Vancouver kept clean, other parts may face stench and rats. Other parts "may" face stench and rats. Hmm, I wonder if its maybe the same parts that "might" be facing epidemic levels of Native alcoholism, overdoses, homelessness, HIV and Hep C?
